About Angel's Billabong
Angel's Billabong is a natural channel cut into the flat rock shelf at Penida's western end, where the sea fills a long, green-walled basin between low cliffs. At low tide on a still day it settles into a clear pool with the open ocean visible over the lip at the far end, and that is the photograph everyone has seen.
The photograph does not show what happens the rest of the time. The basin opens straight to the Indian Ocean at one end and sits barely above sea level, so swell arriving over the lip fills and empties it without warning. People have been swept out of the pool and off the surrounding rock shelf, some of them fatally, and following a death in February 2023 swimming in the billabong was officially banned. A tourist was swept from the rocks and drowned again in October 2024. The ban still stands and deserves respect on days that look entirely harmless.
So what you actually do here is walk out over the rock platform, look at the pool from the rim, take your picture and step back. The rock is sharp in places and slick with algae in others, and there is no shade at all on the approach.
It is a two-minute walk from Broken Beach and shares the same car park and entrance fee, so the two together are a single short stop rather than two attractions. Go at low tide on a calm day if you want the pool at its best. At high tide, or in any swell, it is a churning trough and there is little to see. And keep watching the sea, because the account of every incident here is the same: a wave arrived that nobody was looking at.
Getting there
From Toyapakeh harbour it is about 45 minutes west by car with driver or by scooter, on the standard west-coast loop with Kelingking and Broken Beach. Park at the shared lot and walk in across the rock platform, which takes a few minutes over uneven ground. One small access charge covers both Angel's Billabong and Broken Beach. As across the Nusa islands since 2025, fee collection is moving to cards and e-tickets alongside the roughly IDR 25,000 per adult retribution levy, so bring a card as well as small notes.
Best time
Go at low tide on a calm day, which is the only combination that produces the still green pool from the photographs. Check tide times before you set out and skip it altogether on days with any swell running, when the basin churns and the shelf is genuinely dangerous. Early morning gives softer light, fewer people and usually the flattest sea, before the Kelingking day-trip vans arrive.

Do not get into the pool. Swimming has been banned since 2023 after a fatal incident, and people have since been swept off the surrounding rocks as well. Stay back from the ocean edge, keep the sea in view at all times, and take any warning signs or local instruction at face value. Wear shoes with grip, because the shelf is sharp limestone in places and slippery algae in others. There is no shade, so a hat and water help even on a fifteen-minute stop, and combine it with Broken Beach next door rather than making a separate trip.
