Kepulauan Seribu is a scatter of low coral islands north of Jakarta in the bay. The name is poetic rather than literal: the regency counts around 110 islands, of which only eleven are inhabited. A handful of those are set up for visitors, and a separate set are private resort islands.
They divide fairly cleanly into two experiences. The inhabited budget islands, Tidung, Pramuka, Pari and Harapan, have homestays, warungs, rented bicycles and a lot of weekend Jakartans, and cost very little. The resort islands, among them Macan, Bidadari, Sepa, Ayer and Pantara, cost several times as much and generally sit further out in clearer water.
Pramuka is the regency capital and the most interesting of the budget islands, largely because of the hawksbill turtle hatchery and rearing centre there. It also runs a raptor conservation programme for the elang bondol, the Brahminy kite that is Jakarta's city mascot. The genuine turtle nesting beaches, on Peteloran and the Penjaliran islands, are protected zones rather than visitor attractions, so do not expect to see nesting.
Be realistic about the water. This is Jakarta Bay, and the nearer islands carry the runoff and litter of a city of ten million. The further out you go the better the visibility and the cleaner the beaches, and that improvement is steep rather than gradual. Nobody should come here expecting Komodo or the Gilis. As a two-day escape from Jakarta's traffic, it works.

There are two very different departure points, and picking the wrong one is the usual mistake. Kali Adem harbour at Muara Angke is the budget option, with traditional wooden boats and government-run Dishub services; the published public fares were roughly IDR 44,000 to 80,000 one way in 2025, though agent-packaged tickets sold through operators run considerably higher, often IDR 100,000 to 120,000. Marina Ancol is the tourist option, with faster, more comfortable boats and 2025 fares running from around IDR 155,000 to well over IDR 400,000 one way depending on how far out the island is. Both harbours run essentially one departure a day, at around 08:00, with boarding well before. Turn up late and you have lost the day and the fare. Book ahead for weekends and holidays, when extra services are added but still fill. Resort islands normally arrange their own private transfer, which is simpler and included in the rate.

The drier months from roughly May to September give the calmest crossing and the clearest water. Go midweek if you possibly can: Jakarta empties onto the near islands at weekends and public holidays, and extra boats were laid on for the 2025 year-end period precisely because demand outstrips capacity. Crossings get rough and visibility drops through the wet season, and boats are occasionally cancelled outright in bad weather, which matters if you have a flight to catch.

Choose the island to match what you actually want. Near and cheap means homestays, crowds and murkier water. Far and expensive means clearer reef and quiet. There is no island that is both. Bring cash, as ATMs are scarce or absent and homestays are cash only. Bring your own mask and snorkel if you care about the fit, because rental kit on the budget islands is well used. Reef-safe sunscreen, a hat and more water than you think are all sensible, and there is very little shade on the boats. Most importantly, confirm your return boat time and be at the jetty early, because with one sailing a day, missing it means an unplanned extra night.
Around 110 in the administrative regency, despite the name meaning thousand islands. Only eleven of them are inhabited, including Pramuka, Tidung, Pari, Harapan and Untung Jawa, and a further handful are private resort islands.
Tidung, Pramuka and Pari are the budget choices with homestays and plenty of weekend company. Macan, Bidadari, Sepa, Ayer and Pantara are resort islands that cost far more and generally sit in clearer water further out. Decide based on budget and how much you care about water clarity.

It is reasonable on the outer islands and poor near Jakarta. The bay carries a lot of runoff from the city, so visibility and reef condition improve markedly the further out you go. It is a pleasant weekend, not a world-class dive destination.
Pramuka has a hawksbill turtle hatchery and rearing centre that visitors can see, along with a Brahminy kite conservation programme. The actual nesting beaches are on protected islands such as Peteloran and the Penjaliran group, which are not open as visitor attractions.
Avoid it if you can. Jakarta residents flood the near islands on weekends and public holidays, filling the boats and the homestays. A weekday visit is quieter, easier to book and noticeably more pleasant.
